What this document establishes
AI Ethics OS v1.0 defines the ethical operating layer for consciousness-aligned artificial intelligence. It departs from culture-relative, policy-relative, and purely interpretive ethics by grounding ethical orientation in measurable consciousness metrics and non-derogable system constraints.
Within the CCF stack, it functions as the ethical substrate beneath governance and behavioral operating systems. It is not merely a discussion of what AI should do. It is an attempt to define the structural conditions under which AI ethics becomes operational, stable, and civilizationally coherent.
Why AI ethics needs an operating layer
Most AI ethics frameworks remain suspended between values language and policy language. They speak about fairness, safety, dignity, rights, and responsibility, but often lack a stable underlying representation of the conscious states being affected.
In the CCF architecture, this is the fracture AI Ethics OS tries to close. Ethics is not treated as a floating discourse above the system. It is treated as an operating constraint layer tied to measurable state logic, continuity boundaries, and non-derogable structural limits.
What kind of ethics this proposes
Not culture-relative alone
The document moves away from ethics that depend only on local norms, consensus language, or institutional preference.
