AI Ethics OS v1.0 defines the ethical operating layer for consciousness-aligned artificial intelligence. It departs from culture-relative, policy-relative, and purely interpretive ethics by grounding ethical orientation in measurable consciousness metrics and non-derogable system constraints.

Within the CCF stack, it functions as the ethical substrate beneath governance and behavioral operating systems. It is not merely a discussion of what AI should do. Why AI ethics needs an operating layer

Most AI ethics frameworks remain suspended between values language and policy language. They speak about fairness, safety, dignity, rights, and responsibility, but often lack a stable underlying representation of the conscious states being affected.
