Abstract
Consciousness Civilization Framework (CCF) v1.1 establishes the constitutional root architecture of the wider CCF document stack. It defines the highest-level structural order through which subordinate layers inherit coherence, naming discipline, authority boundaries, and civilizational orientation. Rather than acting as a single domain paper, it fixes the framework’s root authority, lineage, and irreversible interpretive boundaries across constitutional, scientific, ethical, governance, measurement, and implementation layers. Within this structure, CCF functions as the root standard from which derivative systems, operating systems, measurement standards, and application frameworks must inherit consistency. The document is therefore not an optional theoretical supplement. It is the architectural condition for keeping the wider stack legible as one system rather than a loose collection of claims. In practical terms, CCF v1.1 determines how the Consciousness Operating System (COS), the Conscious Field Energy Plus (CFE⁺) metric layer, the Consciousness–Aptamer Interface Standard (CAIS), the Sal-Meter measurement pathway, and related AI governance and ethical operating systems must relate to one another.
